He is expert in due diligence, environmental risk management, and institutional capacity building. For five years, he was resident in Central and Eastern Europe providing executive consulting to donor agencies (e.g. USAID) and international development banks (e.g. EBRD).

KEY EXPERIENCE

Consultant, Assistance in the development of Environmental and Social Management System (ESMS) in three FIs in Africa (2012–2013). Provided technical assistance in supporting three FIs in Mozambique, Sierra Leone and Tanzania in tailoring the standard ESMS Framework to their own needs and procedures. Assistance also included an assessment and recommendation on the FI’s Environmental and Social Management Capacity (staffing and training curricula). Client: African Development Bank (AfDB).

Consultant, Assessment of E&S risk management in the financial sector in Vietnam (2012–present). Provided technical assistance to the State Bank of Vietnam to develop a set of practical environmental risk management guidelines for lending and investment to be used by commercial banks, develop a variety of tools for environmental and social risk management; and provided training workshops for bank staff in the practical implementation of ESRM procedures utilizing publically available Tools and the Tools specifically developed for the Vietnam banking sector. Client: International Finance Corporation (IFC).

Project Manager, Long-Term Technical Assistance (TA) Framework Contract to support the development and implementation, and evaluate the effectiveness, of environmental and social risk management systems in FIs (2012–Present). Managed multi-disciplinary team to provide (i) FI institutional analysis to assess current risk management procedures; (ii) assistance in the development and implementation of international best practice environmental and social risk management systems; (iii) the design and delivery of interactive training, and (iv) evaluation of the effectiveness of those FIs to manage E&S risks over an extended period. Client: German Development Bank (DEG).

Project Manager, Technical Assistance (TA) Framework Contract to support the development and implementation, and evaluate the effectiveness, of environmental and social risk management systems in targeted FIs (2010–12). Managed multi-disciplinary team to provide (i) FI institutional analysis to assess current risk management policies and procedures; (ii) development of institution/country specific environmental and social risk management procedures; and (iii) the design and delivery of interactive training in the use of those procedures by credit and investment staff in thirty (30) FIs in six (6) countries. Client: European Bank for Reconstruction and Development (EBRD).

Project Manager, Development and Implementation of an Environmental and Social Risk Management system at Ameriabank, Armenia (2010). Worked with the Manager of the Credit Risk department to assist Ameriabank to develop and implement a Sustainability Policy and detailed Environmental and Social Risk Management Procedures to satisfy Ameriabank’s obligations to its IFI partners (FMO, IFC, EBRD, DEG). Also developed specific Tools to assist bank staff to integrate environmental and social risk management into the credit appraisal process, and conducted a workshop to demonstrate the implementation of the bank’s Environmental and Social Risk Management Procedures. Client: FMO/Ameriabank.

Project Manager, Environmental Training of EBRD’s Financial Intermediaries (2008–2010). Managed Framework Contract to assist the Bank’s FIs to implement appropriate environmental and social risk management procedures based on the EBRD’s generic FI environmental and social procedures. The goal was to assist the FIs to achieve a position to support environmentally sustainable development, avoid supporting enterprises which cause significant environmental harm, and reduce the risk of exposure to environmental risks and liabilities. During the contract, completed assignments in approximately twenty (25) FIs in Bulgaria, Poland, Romania, Serbia and Ukraine. Client: EBRD.

Trainer, Environmental and Social Risk Management (2009). Participated in the development and delivery of a 4-day training workshop in sustainable finance to representatives of more than 20 financial institutions in Latin America. Client: IIC.

Consultant, Development of IFC’s ESToolkit (2008-2010). Developed and reviewed content for this web-based, interactive tool to assist private equity fund managers identify, assess, and manage environmental and social risks associated with investments. Client: IFC.

Senior Consultant, Developing Sustainability Guidelines and Training for Banks in Pakistan (2008). Develop environmental and social performance guidelines for dissemination to banking sector by the State Bank of Pakistan. Develop training materials and conduct an open training session for banks in Pakistan on the implementation of these envirornmental and social performance guidelines. Client: IFC.

Project Manager, Environmental Training for the EBRD’s FI in Georgia (2007–08). The project is intended to assist the FIs in Georgia to implement appropriate environmental procedures based on the EBRD’s generic FI environmental procedures which are representative of best international practices. The goal is to assist the FIs to achieve a position to support environmentally sustainable development, avoid supporting enterprises which cause significant environmental harm, and reduce the risk of exposure to environmental risks and liabilities. Client: EBRD.

Project Manager, Technical Assistance for Environmental Due Diligence Training of FIs in Early Transition Countries (2006). Managed a framework contract to assess compliance with environmental and social requirements covenanted by EBRD, and provide institutional capacity building and training in environmental and social risk management best practice, in selected FIs. Client: EBRD.

Project Manager, Assessment of Environmental and Social Risk Management Capacity in FIs in Latin America (2005). Assessed the institutional capacity to manage environmental and social risks in selected (14) FIs in Brazil, Colombia, Peru, Nicaragua and Costa Rica. Provided guidance and tools to strengthen the environmental and social risk management systems within these FIs. America. Developed an IIC brochure describing the business case for environmental and social risk management in financial institutions. Client: Inter-American Investment Corporation (IIC).

Project Manager, Assessment of Environmental Risk Exposure in, and Review of Compliance with Environmental and Social Policies by, FIs. (2004). Assessed the exposure to environmental and social risks associated with the loan/investment/lease portfolios of, and reviewed compliance with IFC’s environmental and social policies by, approximately twelve banks, investment funds and leasing companies (FIs). Client: IFC.

Project Manager, Institutional Capacity Building in Banca Comercialna Romana, Romania, (2004–05). Following significant equity investments by two MFIs, managed a joint Technical Assistance program to build, and monitor the development of, environmental and social risk management capacity in the largest bank in Romania. This 12-month program involved training of approximately 30 bank trainers, and monitoring and ensuring the subsequent effective development of environmental risk management institutional capacity in BCR. Clients: EBRD/IFC.

Project Manager, Technical Assistance (TA) to support the development and implementation of environmental risk management procedures within FIs in Central and Eastern Europe, (2002–04). Managed a framework contract to provide (i) FI institutional analysis to assess current risk management procedures; (ii) local regulatory analysis to characterize the local environmental framework; development of institution/country specific environmental risk management procedures; and (iii) the design and delivery of interactive training in the use of those procedures by credit and investment staff in nine (9) FIs.
